However, the proclamation doesn’t just reiterate the steps the administration has already taken to combat substance abuse, it announces the step the administration wants to take next and states that Trump has requested $2.6 billion in the 2018 budget proposal to be allocated toward border control.
Citing a need to stymie the flow of illicit substances into the U.S., these funds would be allocated toward infrastructure and security at the border. According to the proclamation, strengthening the border would help protect the “homeland” from drug trafficking, a position that has been repeatedly questioned by experts.
